EDIT: Don't worry, the problem has been fixed. It was a conflict between my
skype phone and my pc speakers. FSX makes the ATC and Instructors voices play
through the "voice" tab under sounds in the control panel. My voice output
was set to my VOIP handset, changing it to my sound card fixed the problem.
Microsoft should really put that into a readme or something.
