Clarification, please, on Observer vs. Copilot

Could someone explain Vatsim's limit on "observer". If I have a Vatsim pilot
(with an actual vatsim ID, copilot with me, is he an observer with the 30
min. limit. Or is that only limited to those who are sitting at an airport
listening to the atc and pilots?
If you could direct me to the actual vatsim regs & rules on the subject, it
would be helpful...........thanks!
