FSX SDK and add-ons problem

I have installed the SDK tools for FSX but the tools menu won't show up. I
have tried to change the dll.xml file and I'm sure it is correct but still I
can't see it. I have also installed SimCharts 4 but it doesn't start up with
FSX and the add-ons menu where it is supposed to be wont show up either. Can
anyone please help me. I run FSX with the Acceleration pack and the
Acceleration SDK update installed.
