It lools like it's delayed until fully tested. It was developed seperately,
and after the SP2 in Acceleration Pack. Details in Phil Taylor's blog here:

So let me get this straight. The SP2 in Acceleration is not the SP2 that
will be downloadable. The downloadable SP2 needs further work. Is that
right? That's clear then.

IMHO, FSX has been a cock up from start to finish. Poorly managed, rushed
out before proper testing was completed leaving lots of users complaining of
poor, even useless performance on decent rigs. This product hasn't done
anything for MS's reputation.

No, the downloadable SP2 will be the same, functionally, as
the SP2 contained in Acceleration so those of you ( us ) that
have suffered the "SP2 induced" problems with textures, etc,
on FS9 imports won't see any changes in the future.

The reason for the delay, according to Phil Taylor, is that
the stansalone SP2 installer package needs to be developed
and tested for all the supported languages. The functionality
of Acceleration SP2 and the downloadable SP2 will be identical.
